Intent data has a positioning problem.
Not because it is fake. Not because it has no value. And not because B2B teams should stop using it.
The problem is simpler than that: too many teams treat intent data like evidence of demand when it is really just evidence of activity.
That distinction matters more than most revenue teams want to admit.
A spike in topic consumption, content engagement, or third-party research behavior can be useful. It can point to changing priorities. It can suggest interest inside an account. It can help teams narrow focus. But none of that means the account is in market, aligned internally, budget-approved, or ready to talk to sales.
Yet this is exactly how intent data often gets used. Marketing flags surging accounts as hot. Sales is told to prioritize them. SDRs launch outreach based on weak topic signals. Forecast conversations quietly absorb these accounts as if they represent real pipeline potential. Then everyone acts surprised when conversion rates stay soft and pipeline quality feels unstable.
Intent data is not the problem. Overinterpretation is.
The teams getting real value from intent are not using it as proof. They are using it as context. They understand that research behavior is messy, buying groups are uneven, and not all digital activity carries the same weight. Most importantly, they validate intent before they operationalize it.
That is the difference between signal use and signal theater.
The Market Confused Interest With Readiness
A lot of modern go-to-market thinking has been built around one seductive idea: if an account is showing intent, it must be moving toward a purchase.
That sounds reasonable until you look at how people actually buy.
B2B buyers research long before they engage. They read to stay informed. They compare categories without urgency. They investigate vendor approaches because a peer raised a question. They consume content because a leader asked for background. They revisit a topic because a project was paused and might come back next quarter. Sometimes they are actively evaluating. Sometimes they are just trying not to fall behind.
From the outside, those behaviors can look similar.
That is where intent data gets stretched beyond what it can credibly support. A third-party surge on a topic might indicate curiosity, strategic planning, competitor monitoring, or early-stage exploration. It might also reflect activity from one person who will never influence a purchase decision. Without more context, you do not know.
But many teams skip that nuance. They see elevated activity and translate it into commercial momentum. That leap is where the damage starts.
Interest is not the same thing as readiness.
And topic engagement is definitely not the same thing as buying movement.
Why Intent Data Feels More Precise Than It Really Is
Intent data often arrives in a format that encourages false confidence.
Scores. Surges. Rankings. Priority tiers. Account lists sorted by activity level. It looks clean, measurable, and operational. It gives teams the feeling that they are seeing around corners.
But what looks precise is not always precise in meaning.
A score can tell you that behavior increased. It cannot reliably tell you why it increased, who is driving it, whether the right stakeholders are involved, whether the problem is urgent, or whether internal buying conditions exist.
This is one of the most common mistakes in B2B revenue execution: confusing measurement quality with decision quality.
The data may be accurately showing a pattern. The pattern may still be commercially weak.
That is why some intent programs look productive in dashboards but disappointing in outcomes. There is activity. There are lists. There is orchestration. There is outreach. But the conversion story never catches up because the initial assumption was flawed. The team started with behavior and treated it like qualification.
More signals do not fix this by default. In fact, adding more noisy signals can make the problem worse. A crowded signal environment can create the appearance of confidence while burying the simple question that matters most: is this account actually moving toward a buying decision?
If your model cannot answer that with discipline, more signal volume is not sophistication. It is clutter.
The Cost of Misread Intent Surges
When intent data is overused or misread, the consequences are not limited to a few wasted outbound touches. The damage shows up across pipeline, productivity, and trust.
Marketing starts optimizing around accounts that look interesting rather than accounts that are likely to convert.

SDRs get pressured to work lists that produce meetings with weak follow-through.
RevOps inherits a funnel filled with uneven inputs and gets blamed for forecast inconsistency.
Leadership sees coverage numbers that look healthy while win rates and sales velocity tell a different story.
This is how pipeline inflation happens in modern B2B. Not always through deliberate sandbagging or bad CRM hygiene, but through weak assumptions at the top of the funnel. Teams count too many accounts as meaningful opportunities before they have earned that confidence.
The result is a go-to-market system that appears signal-rich but remains decision-poor.
And once that pattern sets in, teams tend to react the wrong way. They buy another data source. Add another scoring model. Layer on another intent feed. Build more complex orchestration. Very rarely do they step back and ask whether the issue is not missing signal, but bad interpretation.
That is the harder question. It is also the more useful one.
Intent Data Works Best as a Supporting Signal
The most practical way to improve intent performance is to stop asking it to do a job it was never built to do.
Third-party intent data is not a qualification system. It is not a substitute for buyer engagement. It is not a pipeline predictor on its own.
It is one layer of context.
Useful context, sometimes highly useful, but still context.
What makes intent meaningful is not the surge itself. It is the relationship between that surge and other evidence.
For example, intent becomes more actionable when it lines up with first-party engagement from the same account. It becomes more credible when multiple stakeholders appear active, not just one anonymous source. It gets stronger when activity repeats over time instead of appearing as a one-week spike. It matters more when the account fits your ICP tightly, has a known operational reason to change, and shows contact-level behavior that suggests real evaluation.
That layered view is much closer to how buying actually works.
A serious prioritization model does not ask, “Who is surging?”
It asks, “Which accounts are showing a credible combination of fit, engagement, repetition, and timing that makes commercial action worthwhile?”
That is a better question because it forces discipline. It pushes teams away from excitement and toward validation.
What Better Signal Validation Looks Like
A smarter intent strategy does not reject third-party data. It puts guardrails around it.
At a minimum, revenue teams should validate intent using five lenses.
First-party engagement. Is the account engaging with your site, content, product pages, pricing, webinars, or known assets in a meaningful way? Third-party activity without first-party reinforcement is usually too weak to prioritize aggressively.
Known-contact behavior. Do you have evidence tied to actual people at the account? Anonymous account-level noise is less valuable than repeated engagement from contacts who could plausibly influence a deal.
Account fit. Even strong activity should not override bad fit. An account that researches your category but lacks the right size, use case, maturity, or economics is still a weak bet.
Repetition and consistency. One burst of activity can mean almost anything. Repeated behavior over time is usually more informative than sudden volume.
Timing and trigger context. Is there a reason this account might be moving now? Hiring changes, funding, expansion, leadership shifts, tech stack changes, or an upcoming renewal can give behavioral data real business meaning.
Once you start looking through these lenses, a lot of “hot” accounts cool down quickly. That is a good thing. The goal is not to maximize the number of prioritized accounts. The goal is to improve the odds that prioritized accounts deserve the attention.
That shift alone can improve conversion efficiency more than another round of broad signal enrichment.
Sales and Marketing Need the Same Definition of “Worth Pursuing”
One reason intent programs underperform is that marketing and sales often use the same signals differently.
Marketing sees intent as a targeting and coverage tool. Sales hears “intent” and assumes urgency. Those are not the same use cases.
If marketing sends over surging accounts without a clear standard for validation, sales interprets the list as a ranked call sheet. If the list does not convert, trust erodes. Sales stops taking the signals seriously. Marketing responds by producing more evidence. Friction grows. Nobody wins.
This is not really a data problem. It is a definition problem.
Teams need a shared operational definition of what makes an account worth pursuing now versus worth monitoring, warming, or excluding.
That definition should be explicit. It should be built around evidence thresholds, not enthusiasm. And it should answer practical questions such as:
- What combination of third-party and first-party activity justifies SDR outreach?
- What evidence is required before an account is added to a priority sales motion?
- Which signals are interesting but not sufficient on their own?
- How long does a signal remain actionable before it decays?
- What patterns have historically correlated with progression, not just engagement?
When teams align on those rules, intent data becomes much more useful. Not because the underlying signal changed, but because the decision framework did.
Stop Treating Signal Volume as Strategy
There is a broader lesson here for revenue leaders.
A lot of GTM teams have been trained to think that better execution comes from more data, more signal feeds, and more automation. Sometimes that is true. Often it is incomplete.
More signal only helps when the team has a clear point of view about signal quality.
Otherwise, you are just scaling interpretation errors.
This is why some companies with sophisticated tooling still struggle with pipeline accuracy. They have plenty of data. What they lack is a disciplined model for separating weak evidence from meaningful buying movement.
That model does not need to be glamorous. In most cases, it is grounded in a few practical habits:
Use third-party intent to narrow focus, not to declare demand.
Require first-party validation before escalating account priority.
Favor repeated, multi-stakeholder, fit-aligned behavior over isolated surges.
Review conversion outcomes regularly to see which signals actually correlate with progression.
Train teams to challenge signal assumptions instead of accepting scores at face value.
That is not anti-data. It is what mature data use looks like.
The Better Way to Think About Intent
Intent data is most valuable when it helps you ask better questions.
Why is this account active?
Who is actually involved?
What kind of interest is this?
What is missing before we treat this as a real opportunity?
What other evidence supports action now?
Those questions are more important than the score itself.
Because in B2B, buying readiness is rarely visible through one layer of behavior. It emerges through pattern, context, validation, and timing. Teams that understand this build healthier prioritization models, waste less seller effort, and create pipelines that are easier to trust.
That is the real promise of intent data. Not that it can reveal hidden demand with magical precision, but that it can become genuinely useful when placed inside a disciplined decision system.
The takeaway is simple: intent data is not useless. It is just widely overclaimed.
Treat it like a clue, not a conclusion.
That is how you get more signal value, fewer false positives, and a pipeline that reflects reality instead of wishful interpretation.
